Exceptional player or exploit?

I started on the new landmass when it started, and was thus equal with all the other players on the same landmass. At this point, from my observatons in game, many players either are not expanding their territory or are just beginning to conquer their first few acres. This one player in particular, however, has apparently been adding several acres to her territory every turn starting just four turns ago (turn 20), and now has six armies within sight of my town, of which at least three are large enough to conquer territory. Is this kind of exceptional performance even possible, or might something strange be going on here?
