Critical error - city with rebellion

1. Entering ToT
2. go to cizy screen
3. choose new town (town in rebellion)
4. pop-up windows occur "This town is in rebellion"
5. leave city-screen with ESC
6. now you are in residence-screen
7. entering city-screen again

ToT-Clients end and you`ve get a window

"critical error has occured

the bug can be reproduced.
