Settlers not settling?

Hi all, Wolfen.

I could be wrong, but I dont think my settlers are "hearing" the command to settle.

I have one out and when i right-click and select settle his movements points do not go down like any other characters points would.

Two turns running now ive givent he command to settle and they havnt. Trying a 3rd time. They are an expensive character to maintain and i cant afford to keep him wandering around without it doing its job.

Do u need anything off of me to test this??

Its maybe because you try to settle near the black barrier. In this case behind the black barrier can be some other towns.
