It is possible to build armies with lower than 50 people.
start situation for example :
people (all over in army-screen) : 21090
people youse for army : 5 percent
army : 1004 / 46
if you are now enter 500 to build a new army, the 46 people join the army.
You can give this new army an name, and the are is shown with zhis name and its 46 people in the army-screen.
