I currently have just over 4000 people, a blacksmith, a sawmill, and one level of technics, which I thought was enough to build a markethall. However, this option has yet to appear for me (I just completed the sawmill this turn). How close am I to getting the markethall?
Also, everyone around me is rapidly expanding, but I have yet to build a drill ground because I first want a markethall. As I only have 110 wood left, if I build the drill ground, I'll only have 10 wood left. Is this enough to build the markethall? If not, how can I increase my supply of wood without a markethall?

Build the drill, you should find 1000 nightsuits 
and 1000 forks there.
Enough to send out a 1st army (make it atleast 150 men strong).
Only when you run out of these "weapons", or when you need wood/stone you would need a market.
That is assuming that your people either prodce these goods themselves, or that another Lord has some to spare.
